Victim in Highway 24 Homicide Identified
On July 31, 2020, at approximately 6:03 AM, the El Paso County Sheriff's Office received a 9-1-1 call from a party who reported seeing a person laying on the side of the road on Highway 24 in Cascade.
Deputies responded to the area and discovered an adult female deceased.
The victim has been identified as 22-year-old Dedrea L. Duncan. We would like to express our sympathies to the friends and family of Ms. Duncan.
Sheriff's Office Still Seeking Tips on Suspicious Death
On May 13, 2020, at approximately 1:36 PM, our Communications Center dispatched Manitou Springs Police officers to El Paso Boulevard in Manitou Springs on a Check the Welfare call. After arriving on scene, officers discovered a deceased male inside a residence.
Due to the suspicious circumstances found, Manitou Springs Police Department asked for the assistance of our Investigations Division.

The Sheriff's Office is investigating this case as a possible homicide.
Detectives are working hard to determine who may have been involved with this death.
Sheriff's Office Makes Arrest After Pursuit
On July 16, 2020, our Communications Center received a call from a CDOT employee who just spoke to a male party driving a white sports utility vehicle. The male party told him his family was being tortured and drove off. The CDOT employee began following him in his vehicle and witnessed him driving erratically while relaying direction of travel information to our Communications Center.

The Sheriff's Office has received reports of another phone scam. In these most recent cases, the scammers are calling different registered Sex Offenders and pretending to be one of our deputies using the name Sergeant Jason Cook. The caller is threatening them with arrest if they don't pay $1,000 in Safeway gift cards to remedy a non-existent warrant. Their goal is to steal money.

Arrest Made in Sexual Exploitation of a Child Case
Beginning May 20, 2020, we began an investigation after receiving information from the Internet Crimes Against Children Task Force (ICAC).
After serving search warrants and conducting interviews, probable cause was established for a suspect's arrest.
On July 10, 2020, the lead detective in this case arrested Felix Pink Floyd Apurillo Centina, DOB: 04/01/1986, for Sexual Exploitation of a Child.

On July 3, 2020, at approximately 12:19 PM, a medical emergency was declared in a male housing ward at the El Paso County Jail.
Sheriff's Office Investigates a Theft Case
On May 14, 2020, a suspect, contacted a business in the 100 block of North Monument Lake Road and ordered one Cub Cadet Zero Turn Lawnmower, worth over $5,000, and told the business he would have someone pickup the lawnmower.

On July 3, 2020, at approximately 1:23 PM, our Communications Center dispatched Monument Police officers to Front Street located in Monument on a Check the Welfare call. Upon arriving on scene, officers discovered a deceased male and a deceased female inside a residence.
Due to the circumstances found, Monument Police Department asked for the assistance of our Investigations Division.
Campground Disturbance Leads to Arrest
On July 3, 2020, at approximately 8:11 PM, our Communications Center dispatched deputies to a campground, located Forest Service Road 306, on a Check the Welfare call. It was reported a male locked himself in the public restroom and was yelling and screaming. It was also reported the same male fired a weapon between three to ten times. Our Communications Center received numerous calls from campers in the area.

As we celebrate the upcoming 4th of July holiday, fireworks are traditionally a major part of our Independence Day celebrations. We hope the holiday will pass without any serious injuries or incidents tainting its enjoyment.

On June 23, 2020, deputies were dispatched to the Yoder Post Office in reference to a shooting involving a juvenile victim. The shooting occurred in the reporting family's home located in the 7700 block of Edison Road.
Deputy Sheriff Charged with 3rd Degree Assault and 1st Degree Official Misconduct
On Friday, June 26, 2020, Christopher Rogers (DOB: 8/20/95), a Deputy Sheriff with the El Paso County Sheriff's Office was charged with Third Degree Assault and First Degree Official Misconduct. The criminal investigation was conducted by the Colorado Springs Police Department (CSPD). Rogers was served a summons by CSPD and released on a promise to appear in court. Both are misdemeanor crimes.

On June 28, 2020, at approximately 12:07 AM, deputies were dispatched to the 4,000 block of Clearview Loop regarding reports of a shooting.
The reporting party stated a vehicle traveling southbound on Hancock Expressway slowed down at Clear View Loop in front of the Detour Sports Bar and Grill, shooting several rounds and then continuing southbound on Hancock Expressway. Witnesses on scene state the suspect was wearing a white mask and driving a Dodge Journey.

On June 23, 2020, deputies were dispatched to the Yoder Post Office in reference to a shooting involving a juvenile victim. The shooting occurred in the reporting family's home located in the 7700 block of Edison Road.
Sheriff's Office Asking for Assistance in Assault Case
On Tuesday, June 23, 2020, at approximately 5:30 PM, the Sheriff's Office was notified of an assault. When detectives arrived on scene, they located an adult male who had been assaulted. The victim was transported to a local hospital with life threatening wounds.
Two Arrests Made in Burglary Case
On June 22, 2020, at approximately 5:35 AM, Deputies were dispatched to the 100 block of Easy Street for a report of a burglary in progress. The reporting party stated he had observed, through his security cameras, two males enter the detached garage carrying a large duffle bag and a crowbar. As deputies arrived on scene, they quickly developed a perimeter around the property. Loud verbal commands were given for the parties to exit the detached garage.

On June 21, 2020, at approximately 7:21 PM, the El Paso County Sheriff’s Office Communications Center received a report of a Structure Fire in the 100 block of Security Boulevard.
Deputies arrived on scene and escorted people out of the homes and area of the fire.

Suspect Arrested on Numerous Charges
The Cimarron Hills area experienced a large rash of vehicle break-ins from May 5, 2020 through June 5, 2020. Initially one vehicle that was left unlocked with the keys in the center console was stolen. The suspects used the stolen vehicle to conduct a crime spree involving breaking into numerous vehicles in the same neighborhood. Vehicles were entered and wallets, money, and credit cards were stolen.
Sheriff's Office Launches COVID-19 Projects After Receiving Cares Act Funding
The El Paso County Jail will be upgrading many areas and equipment to ensure the health and safety of staff and the incarcerated population. These upgrades are intended to reduce the risk of exposure and spread of COVID-19 and increase overall safety and security of the jail.
The following projects are in the planning phase and each are lead by a project coordinator:

Couple Arrested in Death of Juvenile
The El Paso county Sheriff’s Office has completed a several months long investigation into a juvenile death that occurred on March 11, 2020.
As a result of our investigation, arrest warrants were issued for Ryan Sabin DOB: 11/30/78 and Tara Sabin DOB: 5/3/78. They turned themselves in to the El Paso County Jail on Tuesday, June 16, 2020 and are both facing charges of First-Degree Murder, Child Abuse Resulting in Death, and six counts of Misdemeanor Child Abuse.
Missing Juvenile Found Safe
On Thursday, June 4, 2020, the Sheriff's Office took a report for missing and endangered juvenile, Elizabeth "Lizzy" McPherson, DOB: 08/02/03. Lizzy was last seen approximately 7:00 PM, on June 4, 2020, at the Greyhound bus station on Weber Street in Colorado Springs, carrying a camouflage back pack. It is unknown if she boarded a bus, but if she did it is believed she may be headed to Texas.
