General Information
**Starting Monday, June 22, 2026, the Sheriff’s Office is moving to an online processing system. The online system will not be available until that date.**
The El Paso County Sheriff’s Office issues Concealed Handgun Permits in accordance with Colorado state law, allowing legal residents to carry concealed handguns responsibly. Whether you’re applying for the first time or renewing your existing permit, this page will assist you with the process. Colorado law requires applicants to meet specific eligibility criteria, complete firearms training or demonstrate competence, and submit to a background check.
Your new application appointment will take approximately 15-20 minutes. At that time, your photo, signature and fingerprints will be obtained.
Renewal Applications
- Renewals must include a proof of training certificate dated within 6 months of the renewal application receipt date. Copies of certificates will NOT be accepted.
- Expired permits have a 6-month grace period in which to renew. Applications received after the 6-month grace period will not be processed and will be returned.
- Renewal applications may be submitted no more than 120 days prior to the expiration date. Renewal applications submitted prior to the 120 days before expiration date will be returned.

Office hours are Monday-Friday 8:00am-4:30pm.
Closed on Saturdays, Sundays, and Federal Holidays. In the event of inclement weather, call 719-520-7249.
If you completed our online process your appointment will take approximately 15-20 minutes. At that time, a photo, signature and fingerprint will be obtained.
Our online system is available 24/7, barring any unforeseen circumstances.
Required Documentation to Apply
- Colorado Driver’s License or ID Card with current El Paso County address
US Armed Forces members and their families are not required to possess a Colorado ID. Instead, they can upload a military ID with orders and a state ID from their licensing state.
- Proof of Firearms Competence
If you are a non-U.S. citizen residing in the United States, you will also need to upload your Permanent Resident Card.
Firearms Competency Options
Concealed Handgun Training Course Certificate
Training course certificates must be issued from a verified instructor. The verified instructor may be from any Colorado County – pursuant to CRS 18-12-202.7 – so long as the verified instructor is listed on the county Sheriff’s public website.
El Paso County Verified Firearms Instructor List
- Verified Instructors will provide a certificate upon completion. The certificate will be accepted for 1 year after issuance.
- Upload the certificate during the application.
Alternatives to Training Course
Some applicants may be exempt from the training course if they provide proof of one of the following:
- Evidence of current military service, current certification as a peace officer pursuant to article 2.5 of title 16, or participation in organized shooting competitions.
- Documentation demonstrating the applicant holds a valid Colorado POST certification.
- Evidence the applicant is currently a certified instructor.
- Proof of honorable discharge from a branch of the US armed forces within 3 years, or 10 years with pistol qualification listed.
- A certificate showing retirement from a Colorado law enforcement agency with pistol qualifications within the last 10 years.
Application
- All applicants must be 21 years of age or older.
- A valid personal email address is required.
- A credit/debit card is required for payment.
- When you apply for a concealed handgun permit with El Paso County, a total processing fee of $135.00 is required. This fee pays for forms, permit cards, local criminal history checks, other administrative costs to maintain your 5-year permit, a state and national criminal history check (fingerprints), and an Insta-check (NICS) per statute. Payment will be taken during the application process.
- Applications denied, revoked, or suspended will not be entitled to a refund. The fees collected cover the cost of processing your application, including fees paid to the State of Colorado.
- Fingerprints and a photograph are required. An appointment will be scheduled during the application process.
- Once submitted, applications may take up to 90 days to process.
Concealed Handgun Permit Application
*Those age 18-21 may be eligible for an emergency permit valid for a limited time. To apply for this exemption, email CHP@elpasoco.com.
Renewal Criteria
- If your permit was issued by El Paso County, but you now live in another county, renew in your new county.
- If your permit was issued in another county, but you now live in El Paso County, apply as a renewal with El Paso County.
- Applicants that do not live in El Paso County can still apply if they have a valid Colorado driver’s license and maintain a second residence or own or lease real property used for business in El Paso County.
- Your Colorado issued permit will expire in 120 days or less.
- Your Colorado issued permit has expired by 6 months or less. Permits expired 6 months or more must apply as a New Applicant. The 6 month grace period does not extend the permit, only the ability to submit a renewal application.

Firearms Competency Options
Concealed Handgun Training – Refresher Class Certificate (2 hours) or Training Course Certificate (8 hours)
Applicants eligible for renewal have the option of taking the shorter refresher 2-hour course, or if they want to have the full training, they have the option of taking the full 8-hour course.
Training course certificates must be issued from a verified instructor. The verified instructor may be from any Colorado County – pursuant to CRS 18-12-202.7 – so long as the verified instructor is listed on the county’s public website.

- The cost to renew is $63.00. NOTE: A permit expired more than six months is not renewable.
- Applications denied, revoked or suspended will not be entitled to a refund. The fees collected cover the cost of processing your application, including fees paid to the State of Colorado.
- Once submitted, applications may take up to 90 days to process.
Are you looking to submit for an Address/Name Change or replace a Lost/Stolen/Destroyed permit?
- Address change notification is required by state statute; you must submit an address change form with the agency that holds your permit.
- Have you recently changed your name? You must submit a valid legal document identifying your new name. Name changes may require fingerprints, which will be scheduled upon submitting the name change application.

5-Year Retired Peace Officer Permit (P Permit)
This is a 5-year Concealed Handgun Permit issued only to retired Colorado law enforcement. There is no fee or fingerprints taken for the initial application. Pursuant to C.R.S. 18-12-212 (2), this permit may only be obtained within the first 5 years of retirement, and it may not be renewed. Once expired, you may apply for a new civilian permit.

- Letter from your agency attesting you meet the criteria specified in C.R.S. 18-12-203

This is a Concealed Handgun Permit issued only to retired or separated law enforcement that meet the criteria of 18 U.S.C. § 926C.

- Current Pistol Qualification (within 3 months of submission)
Pistol Qualification
- Applicants may qualify at the Cheyenne Mountain Shooting Complex the 1st Monday of every month. If the 1st Monday of the month is a Federal holiday, the range date will be moved to the 2nd Monday of that month. Sessions are 9am – 11am and 1pm – 4pm. No appointment is required.
- Please bring with you:
- A handgun and a holster for concealment
- A minimum of 20 rounds of ammunition, recommended 40 in the event of repeating the qualification
- Eye protection, ear protection, and a brimmed hat
- Clothing to conceal the handgun (i.e., jacket, long shirt, purse, etc.)
- Your retired law enforcement ID. If you are retired military police please also bring your DD214.
- Cheyenne Mountain Shooting Complex
7796 Route 1, Fort Carson, CO 80913. - Directions: Ft. Carson Gate 20 & Highway 16 – From I-25 take Exit 132B, entrance is located on the south side of Highway 16 about 50 yards before Gate 20. Follow the road around to the complex, the E.P.S.O. Range Office is located in the “H.D. Bradley Training Facility” (grey modular building) directly in front of Range 1.
Application
- A valid personal email address is required.

- Letter from your Agency attesting you meet the criteria specified in 18 U.S.C. § 926C
Letter must be on Agency Letterhead and contain applicant’s legal name, start and retirement date, state the applicant had law enforcement capabilities, and the original signature of Police Chief or Sheriff.
The fee is $13.00 and it expires 1 year from the date of your qualification.
Verified Instructor Application
Those seeking to become a verified instructor in El Paso County under CRS 18-12-202.7 must complete an application and upload the required documents.
The following documents must be uploaded at the time of application:
- Colorado Identification or Driver License
- Valid Current Concealed Carry Permit from any Colorado County
- Proof you are a certified firearms instructor
- Detailed Syllabus for Concealed Handgun Training Class
- Detailed Syllabus for Concealed Handgun Refresher Class
Sheriff Roybal has chosen to waive all fees for this process.
Upon approval, you will receive a Certificate of Verification and your information will be added to our public list of Verified Instructors. This verification process will be valid for 10 years, provided the instructor’s proof of firearms training certification remains valid. To that end, the expiration date which appears on your Certificate of Verification will match the expiration date of the submitted proof of firearms instructor certification. When updated firearms certification is received, the instructor will receive an updated Certificate of Verification.
Please note, during this 10-year verification period, it is the responsibility of the instructor to inform the CHP Unit of firearms instructor certification renewals. Failure to do so will result in removal from the public list of Verified Instructors. There is no grace period for expired instructor certifications.
Additionally, if the instructor’s principal place of business changes location, please notify the CHP Unit within 30 days of your new business address.

The applicant demonstrates competence with a handgun by submitting any of the following:
For New Applications:
- Evidence of experience with a firearm through participation in organized shooting competitions, current military service, or current certification as a peace officer pursuant to article 2.5 of title 16;
- Documentation demonstrating that the applicant holds a valid Colorado POST certification at the time of application submission;
- Evidence that, at the time the application is submitted, the applicant is a certified instructor;
- Proof of honorable discharge from a branch of the United States armed forces within the three years preceding submittal of the application;
- Proof of honorable discharge from a branch of the United States armed forces that reflects pistol qualifications obtained within the ten years preceding submittal of the application;
- A certificate showing retirement from a Colorado law enforcement agency that reflects pistol qualifications obtained within the ten years preceding submittal of the application;
- A training certificate from a concealed handgun training class obtained within the one year preceding submittal of the application. The applicant shall submit the original training certificate that includes the printed name and original signature of the verified instructor. To the extent permitted by section 18-12-202.5, in obtaining a training certificate from a concealed handgun training class, the applicant has discretion in selecting which concealed handgun training class to complete. A Refresher Class certificate is not valid for a new application.
- Evidence of demonstrating competence with firearms through participation in organized shooting competitions, current military service, or current certification as a peace officer pursuant to article 2.5 of title 16;
- Documentation demonstrating that the applicant holds a valid Colorado POST certification at the time of application submission;
- Evidence that, at the time the application is submitted, the applicant is a verified instructor;
- Proof of honorable discharge from a branch of the United States armed forces that reflects pistol qualifications obtained within the ten years preceding submittal of the renewal form;
- A certificate showing retirement from a Colorado law enforcement agency that reflects pistol qualifications obtained within the ten years preceding submittal of the renewal form; or
- A training certificate that includes the original signature of the class instructor from a concealed handgun training class or a refresher class, described in section 18-12-202.5, obtained within six months prior to submitting a renewal form.
FAQs
How long is the permit good for?
Pursuant to C.R.S. 18-12-204 (1) (b) a permit is valid for a five year period after the date of issuance. There is a sixth-month grace period to renew, but you cannot carry your permit until the renewal is completed.
How much does a new Concealed Handgun Permit cost?
$135.00 payable online. This includes the $52.50 Colorado Bureau of Investigations (CBI) fee for the background and fingerprint check and a $82.50 processing fee for the El Paso County Sheriff’s Office. NO ONE IS EXEMPT FROM FINGERPRINTING OR FEES, NO EXCEPTIONS.
What if I move?
Within 30 days after a permittee changes the address specified on his or her permit, the permit holder shall notify the El Paso County Sheriff’s Office, in writing, of the change of address. A change of address form is located on the El Paso County Sheriff’s Office website. Failure to notify the Sheriff’s Office is a civil infraction.
What happens if my permit is lost or stolen or destroyed?
A permit holder must notify the issuing Sheriff’s Office, in writing, within three business days of loss, theft or destruction of a Concealed Handgun Permit. The form is located on the El Paso County Sheriff’s Office website. Failure to notify the Sheriff’s Office is a civil infraction.
Do we have reciprocity with other states?
Reciprocity of Concealed Handgun Permits is for travel only.
Colorado will recognize a valid permit to carry a concealed handgun that was issued in a reciprocal state IF the permit was issued to a resident of the state that issued the permit. The permit holder must have a valid driver’s license or identification card issued from the same state that issued the permit. The permit holder must be 21 years of age or older. When you become a resident of the state of Colorado, you must apply for a Colorado Concealed Handgun Permit. Your valid permit issued from a reciprocal state will only be recognized for 90 days after the date your valid Colorado driver’s license or identification card was issued.
