Sheriff's Office Tactical Support Group Arrests Armed and Dangerous Fugitive Following Standoff

On Tuesday, November 30, 2021, just before 2:00 PM, EPSO deputies were notified by members of the Colorado Department of Corrections Division of Adult Parole of the presence of an adult male fugitive at a home in the 100 block of Ithaca Street in unincorporated El Paso County.  The fugitive was identified as Larry Garduno, DOB: 08/26/1969.  There was an active warrant for his arrest for absconding from parole that was in place for previous convictions on numerous Felony and Misdemeanor charges.  Additionally, based on information available to deputies he was considered armed and dangerous.  Furthermore, it was also known to deputies that an adult female was also inside the residence.

As a result, the EPSO's Tactical Support Group ("TSG", consisting of SWAT, K9, Tactical Medics from the Colorado Springs Fire Department, Tactical Dispatchers, members of the Bomb Squad, and Crisis Negotiators) responded to the scene.  Containment was established around the home and efforts by negotiators to communicate with the suspect to obtain his peaceful surrender commenced.  Both Mr. Garduno and the woman refused to exit.  It was determined the woman was not being held against her will.  She will not be identified as there are no active warrants or pending charges against her.

Based on their refusal to peacefully exit the home, the Talbott Elementary School nearby was initially placed in a "lock out" posture.  A short time later a controlled release of students at the school was coordinated by EPSO's school resource officers for caregivers to pick them up.  Additionally, residents within a 1/4 mile radius of the scene were asked to shelter in place.

After continuing efforts by negotiators to convince Mr. Garduno and the woman to peacefully exit failed, the SWAT team eventually deployed less than lethal gas munitions into the home to force them out.  Around 5:30 PM Mr. Garduno exited the home and was taken into custody.  He was transported to the El Paso County Jail and booked there for the warrant.  His mug shot is attached to this media release.  A short time later the woman also exited the home and was provided medical care on scene for her exposure to the gas munitions deployed into the home.
