Hwy 83 Barricaded Suspect Taken into Custody Without

On December 28, 2016, at approximately 8:14 AM, the El Paso County Sheriff’s Office dispatch center received a report of a criminal trespass in progress at an address in the 13800 block of Highway 83.  The call came in from the manager of the property, who stated that an unoccupied gray sedan was parked against one of the property gates, blocking the entrance. He also relayed there was a white trailer inside the property that was not supposed to be there and he believed there were people inside. 

Deputies responded to the property and after obtaining initial information, they approached the trailer and discovered evidence of individuals living inside.  Deputies attempted verbal commands to get the individuals inside to come out.  After several minutes, a female, Cindy Kibel AKA Fudala DOB: 07/02/74, exited the trailer and was taken into custody.

Ms. Kibel was intoxicated and initially said no one else was inside. During further conversation Ms. Kibel said her boyfriend, Justin Determan DOB: 11/30/85, was inside the trailer.  Ms. Kibel conveyed Mr. Determan used Methamphetamine and Heroin.

Deputies continued giving verbal commands for Mr. Determan to exit the trailer, but were unsuccessul.  Based on the location of the trailer within the property and officer safety concerns, The Sheriff’s Office K9, SWAT, Crisis Negotiations Unit and the Regional Bomb Squad responded to the scene.  

After a long standoff, Mr. Determan surrendered to SWAT units without incident and was placed into custody.   Mr. Determan was transported to the Criminal Justice Center and booked on an outstanding felony warrant, as well as new charges of Second Degree Burglary and Refusal to Leave Premises or Property upon Request of a Peace Officer. 

Ms. Kibel AKA Fudala was transported to the Criminal Justice Center and booked on two outstanding felony warrants as well as a new charge of Second Degree Burglary.
