Barricaded Suspect Taken Into Custody

On Thursday, October 26, at approximately 9:26 AM, the El Paso County Sheriff’s Office Dispatch Center received a report of a disturbance at the Kit Carson Apartments in the 500 block of Security Blvd.  The disturbance involved a bail bondsman who was attempting to pick up a fugitive.  The fugitive was identified as William Rocha, DOB 08/15/76.  Mr. Rocha was wanted on a Failure to Appear on charges of Felony Menacing, Dangerous Drugs and Harassment. Mr. Rocha made verbal threats and barricaded himself inside the apartment. 

Deputies responded to the scene and attempted to contact Mr. Rocha with negative results.  Containment was set up and the Crisis Negotiations Unit (CNU) as well as the Special Weapons and Tactics Unit (SWAT) responded to the scene. CNU attempted several times to persuade Mr. Rocha to exit the apartment.

After a long standoff, Mr. Rocha surrendered to SWAT units and was placed into custody.  Mr. Rocha was transported to the El Paso County Jail and booked on the outstanding warrants, as well as new charges of Obstruction and Failure to Leave the Premises.
